If you believe that your ticket was issued in error, you have a right to contest the ticket.

Parking Tickets

Parking tickets may be contested for a variety of reasons. Some of the most common reasons are:

  • The vehicle was stolen at the time the ticket was issued.
  • The person receiving the notice was not the registered owner at the time the ticket was issued.
  • For handicap parking violations, the vehicle owner possesses a valid handicap placard.
  • The parking meter was not functioning at the time the ticket was issued.

Parking Tickets cannot be contested on the grounds that the registered owner is unable to pay. Tickets also cannot be contested solely on the grounds that you believe that the parking regulation in question is unfair.

Photo Infractions

Photo infractions may be contested for a variety of reasons. Some of the most common reasons are:

  • The vehicle was stolen at the time the infraction was issued.
  • The person receiving the infraction notice was not driving the vehicle at the time of the infraction.

To contest your parking ticket and photo infractions there are several things you need to know

If you dispute the information captured on the summons you may contest this ticket using one of the available procedures described below:

If you deny commission of the parking ticket or photo infraction and suspect an error was responsible for assigning the ticket to your vehicle; you would provide documentation which may include a copy of your title and/or registration. The title would display the make and model (i.e. Chevy 2 door, Buick 4 door, Ford station wagon, etc.) of your vehicle. The registration would indicate the issuance and expiration dates of your license plate. If the information that you submit is contradictory to that captured on the original summons, the violation may be eligible for review. Submit your evidence with the copy of violation and a brief note explaining the suspected error to the address listed on the Walk-In Center Page, or send your request via e-mail to CLParking.tickets@acs-inc.com. The information will be reviewed and verified, and you will be notified of the action taken. If you have any questions concerning valid evidence please call (216)664-4744 during business hours.

If you admit commission of the parking ticket but feel that there are extenuating circumstances that may permit dismissal or reduction of the fine levied against you; you may request an Ex Parte review. To do this, simply write a detailed letter explaining the circumstances and include any evidence that may help your case and submit to the address above. The articles you submit will be reviewed by a Hearing Examiner and a decision will be rendered. You will be notified by mail of the outcome of this review.

If you were not driving the vehicle at the time a photo infraction was issued, you must provide the full name and address of the person who had care, custody, and control of the vehicle at the time of the infraction. This information should be provided as prescribed on the back of the infraction notice you received in the mail. Please note, if the driver named does not respond within twenty-one (21) days, the registered owner becomes solely responsible for the infraction.
